HOW DISPUTES AND APPEALS WORK

1. Anyone can report a trust issue — no account needed.
2. EP entity holders can file a formal dispute against a specific receipt.
3. The receipt submitter has 7 days to respond with counter-evidence.
4. Operators review and resolve: upheld, reversed, or dismissed.
5. Reversed receipts are neutralized (weight → 0), never deleted. The ledger is append-only.
6. The entity's trust profile immediately recomputes to reflect the reversal.
7. If the resolution was wrong, either party can appeal. Appeals go to a senior reviewer.
8. Appeal outcomes are final: appeal upheld (original stands), appeal reversed (original overturned + trust recomputed), or appeal dismissed.
At any point before review begins, the filer can withdraw a dispute.
